ABSTRACT

This chapter explores the intricate web of special interests at work in California. The Internet has phenomenal capabilities for special interests in areas from fundraising to messaging. California is a perfect target for special interests. Opponents to the legislation included the California Optometric Association, which argued that the policy change would compromise the independence of optometrists. One organization with wide-ranging policy responsibilities is the five-member California Public Utilities Commission (PUC). The Progressives broadened the commission's responsibilities to include services such as electricity and water and renamed the body the PUC. The California Gambling Control Commission is intended to oversee casino activities and assure operations devoid of manipulation or criminal elements. Direct democracy is part of the political bedrock of California. Special interests appreciate the three links associated with direct democracy: the drafting stage, the qualification stage, and the campaigning stage. The actual drafting of an initiative is an esoteric experience far removed from the public realm.
