ABSTRACT

The health sector is identified as a core policy area that has very strong relevance to the development process. Health is a prominent indicator for the level of development achieved by a country and considerable effort and resources are devoted to the promotion of health care services. Rapid population growth has been attributed to various factors such as a lack of knowledge and understanding of the gravity of the problem. The World Health Organization views health not only as "the absence of disease or infirmity" but also as a state of "complete physical, mental, and social well-being." The importance of health policy and management prompts governments to search for potentials and identify best practices. The concept of population management must be approached with caution, and its application needs to be country specific in nature. Health and population management are critical for development and often influence one another.
