ABSTRACT

The way in which higher education is approached has changed significantly from how it was approached in the 20th century. Higher education is in many ways the place where public managers are receiving their knowledge of the world. There have been many institutions of higher education that have given thought and consideration to cultural competency in one respect or another. Michael Tilford’s belief in cultural competency is a testament to how important senior administrators are in establishing a system on campus. Some institutions are more concerned about implementing cultural competency courses than about who will teach them. The Tilford Group has developed one of the better cultural competence models for universities. Their diversity competencies are similar to those in other cultural competence models, but they are adapted for university settings. Universities are experiencing the same cultural dynamics as other organizations in society.
