ABSTRACT

The Tariff Advisory Committee was constituted under the Import Duties Act. In the United States, the Tariff Commission found that log-rolling could not be prevented and that the tariff could not be "taken out of politics". Sometimes, the Committee adopted other methods. In one case, they suggested to a go-ahead manufacturer of long experience that, rather than go ahead and try a proposed new method, he should stick to the old one. His statement explained that the Committee said that it was only a matter of opinion whether this system was any improvement on the present method; and, moreover, it was not intended that facilities should be granted for mere improvements. Obstinacy seemed to be the Committee's chief characteristic. "They appear to have a large reserve of technical objections", declared one disappointed applicant, "and they fall back from one to another of these to show why a licence should not be granted".
