Realization of environmental problems and a new public sensitivity to issues of environmental protection have imposed new responsibilities on the legislature, the courts, and many government agencies. Air pollution criteria and data on control technology were developed and published by the federal government. As soon as this information became available, the states had to develop air quality standards and implementation plans within certain time limits. US National Air Quality Standards for Sulphur Oxides. Air quality criteria for sulphur oxides was issued in 1969 for the use of states in developing air quality standards. Water resources and water use in the United States vary between eastern and the western part of the country. The western part of the US is quite arid while the east is generally well-watered. Water, air and land pollution are all interrelated. One of the major phases in developing public policy concerning environmental protection is the implementation state which includes administration of enforcement of regulations and laws.
