ABSTRACT

This chapter describes key influencers beyond political circles. An effective engagement programme will engage with key influencers to help get an organisation's views, arguments and messages through to decision-makers. The work of decision-makers in Governments around the world is influenced by a range of stakeholders, from bodies that encourage policy direction and support and scrutinise Parliamentary processes to those who represent a variety of different interests in civil society. The Civil Service plays a fundamental role at all levels of government, mainly as an executive to Ministers, but they also provide advice and options for their political masters. Non-governmental organisations and prominent individuals often represent others when discussing an issue and can therefore lobby decision-makers without being seen to be self-interested. Decision-makers will always listen to credible and independent voices, for example, those of James Lovelock and David Attenborough.
