ABSTRACT

Chapter 4, “Developing Measures of Implementation and Outcomes,” summarizes the process of determining appropriate ways to assess these important elements in evaluations. Various sources are noted, such as groups like the beneficiaries of the service as well as the providers of it. In addition, multiple possibilities are discussed such as using data that already exist in agency records or surveys given as part of the evaluation. Important aspects of the best measures are also addressed along with some basic details of the psychometric elements that should be considered. The case study provides a realistic example of using the principles described in the chapter such as different sources and different methods to gather comprehensive information.
