ABSTRACT

Chapter 5, “Ethics in Program Evaluation” covers the many ways that ethical issues in the practice of program evaluation are similar to issues that arise in traditional research with human subjects such as the need for informed consent and various aspects of providing appropriate protections for those who participate in the evaluation. In addition, the ways in which the ethical practice of program evaluation is distinct from typical practices in research are noted and described, such as cautions about inaccurately claiming a program does not provide sufficient benefit to the participants or understanding the challenges of navigating the different expectations and, sometimes, demands of different stakeholders. In addition to the conceptual points about ethical standards, the experiences of evaluators and their reports about the ethical challenges they face are summarized.
