The threat of war, however, gradually focused public attention on the serious disadvantages to the nation as a whole of the continued drift of population to the large towns, and in particular to Greater London. Industrialists were required to notify the Board of Trade if they intended to erect buildings over 10,000 square feet in area anywhere in the country, not only in the Development Areas. Control by building licences which was only a temporary expedient based on emergency legislation has given way to control under the 1947 Town and Country Planning Act. In iron and steel manufacture the cost of transport of raw materials have always been high enough to determine location. The chief subsidiary industries of iron and steel are tinplate, shipbuilding, and engineering, and it is interesting to see to what extent their location has been affected by the position of the primary producers.
