ABSTRACT

This chapter establishes the payment use system and trading system of mining and water resources based on the clearly determined property rights. Economic system reform is the basis for healthy development of China’s economy during the 13th Five-Year Plan period and even for a long time in the future. Land is the most fundamental production factor. Diversification of land property in rural areas should be promoted at national, collective, and individual levels. The land developed and utilized under the unified national planning shall be requisitioned, developed, and reserved through land reserve institutes. Governments should transfer, lease their mining rights, and determine related fees through competitive market-oriented methods including public bidding or auction. State-owned enterprises in the real sense should only exist in links of the production of public goods and quasi-public goods where market fails to function or fails to provide public welfare services.
