ABSTRACT

The 13th Five-Year Plan period is a crucial phase for China to build up a moderately prosperous society in all respects, to comprehensively intensify reforms, as well as to become world’s largest economy and be among high-income countries. As economic development mode changes and adjustment of economic structure accelerates, especially that of industrial structure, industrialization will enter middle and late stage, industrial structure will change from secondary industry basis to tertiary industry basis, and demanding structure will shift from investment dominance to consumer orientation. The practice has proven that reform and opening-up are important impetus for China’s long-term, sustainable and rapid development. China will probably usher in the most rigid international environment. It is inevitable for China to confront complicated challenges and attacks from developed countries and emerging economies in export of technology-intensive, capital-intensive, and labor-intensive products. Urbanization provides the greatest potential for expansion of domestic demand and creates the upgraded version of economic growth.
