ABSTRACT

Chapter 6 is an analysis and critique of findings based on the 2006 population and family planning survey which claims “a big bouncing back of the fertility rate”. As the fertility rates from this survey were much higher than those from other population surveys in the same time period, family planning government agencies quickly circulated the findings without careful data checks and issued a warning of “crisis of huge fertility rebound”. The move resulted in widespread misunderstandings about the population situation in the country. However, our analysis shows that the abnormal findings from that study were due to a serious sampling bias. Misunderstandings of this sort are prevalent among the family planning government agencies. The bias in that study has still not been revealed to the public, and has seriously misleading effects in the area of family planning and beyond.
