According to the logic of neoliberalism, the solution to these social inequalities is to reinvest in the free market and to privatize all public institutions so that government planning and regulation do not get in the way of innovation and economic competition. Public institutions are marketized, public funds support private profit. The Commission recognizes that there have been limited online offerings in the past, but not at the scale that will be necessary to address the burgeoning needs of the expanding technologically-savvy student body. In the logic of the shock doctrine and crisis capitalism, the new myth of Darwinian disruption is founded on the idea that only a radical break with current practices can allow us to handle the economics of scarcity. One of the most interesting tricks that massive open online courses (MOOC) providers perform is the transformation of mass education into highly personalized learning.
