ABSTRACT

The earliest grid-connected wind farms in China were built in the 1980s with foreign grants and loans, as well as imported wind turbines. In 2003, the National Development and Reform Commission (NDRC) launched the wind power concession program. Technology indigenization programs have always been important parts of Chinese energy policy. Wind power is certainly no exception. The capacity factor is defined as the actual electricity output in a period of time divided by the theoretical maximum output if the generators were running at full capacity during the period. With China's increasing weight in global wind power business, Sinovel's global market share ranking ascended from the seventh in 2008, to the third in 2009, to the second in 2010. In order to manage surplus and relieve the financial difficulties of coal-fired power, several provincial governments started to order wind farms to shut down or to buy production quota from coal-fired power plants.
