ABSTRACT

The central idea of the Soviet Union and Constitution is proletarian justice. By the abolition of functional private property no man may exploit his fellows or make a fortune from the toil of others. It is the firm belief of the Russians that they have permanently eliminated the cyclical evil of forced unemployment and domestic crises. Under the Soviet Council the actual mechanism of planning is operated by the experts of the Gosplan, or State Planning Commission. The first Five Year Plan shook Russia like a blast of dynamite. There was a measure of failure, a postponement or shortcoming in certain important matters such as transportation, coal, metals and consumption goods. One has only to review the articles in the press and magazines during the last five years, the proceedings of the American Congress or of Parliament in Britain. Planning was now transformed from a Bolshevik heresy to an orthodoxy of capitalism in the effort to save itself.
