ABSTRACT

In sharp contrast to their often merciless attitude toward political enemies is the Soviet Union's treatment of criminals, which is in many respects the most humane, the most scientific and the most successful of any in the world. Turning from Russia to England one is impressed by the rapidity of the advance and sweeping reforms effected in penology in the Soviet Union within ten or twelve years as compared to the slow centuries required for reforms in the British penal system, while Britain in turn is decades if not generations in advance of conditions in the United States. The American people may well look with envy upon both Soviet Russia and England in their success in dealing with crime. America has recently witnessed an alarming increase of crime with gangs collecting tribute and issuing death warrants. Crime commissions follow crime waves but the public has remained apathetic. In England no man may carry firearms without a license.
