ABSTRACT

During the period of the first Five Year Plan in capitalist countries the numbers of employed, their wages and standard of living had been steadily reduced, owing to the world depression, while the condition of workers in the Soviet Union had been improved. Although there is a serious turnover in labor the Soviet Union is the only industrial country in the world which has completely eliminated unemployment. The housing plans of the Soviet Union include destruction of all unsanitary slum areas and, ultimately, the adequate housing of all the workers in the USSR at reasonable rentals. This usually approximates about ten per cent of the individual salary. The public opinion of Britain is beginning to be quickened concerning the slums as their damning inheritance. The conscience of England is stirring over its slums. There are now real possibilities for the beginning of a new deal in this regard in the provision of the NRA for housing and even slum clearance.
