ABSTRACT

The Five Year Plan began to operate on October 1, 1928. Most of what has been said hitherto applies primarily to industry, but agriculture plays just as important a part in the Five Year Plan. The attempt to whip up effort by appeals to get the Five Year Plan finished in four years may partly be due to a realization of the difficulty of inducing the population to stay the full course. The Five Year Plan is an attempt to lay the foundations of a modern industrial State entirely through State enterprise. It is consistent with Communist theory to adopt a Capitalist model, that model is the United States. Methods of large scale mass production conform to Communist ideology, and there are obvious analogies between the size and geographical features of the two countries. The number of individual peasant holdings increased very much between 1917 and 1924, but production decreased greatly during the period of Civil War and War Communism.
