ABSTRACT

Chapter 10 summarizes research and practice on the termination of evacuations when authorities judge that the hazard has returned to a level that is safe enough to allow risk area residents to re-enter the evacuation area. The chapter includes a discussion of permanent migration, the extent to which evacuees have complied with past plans for reentry into evacuated areas, the concerns that motivate their behavior, and the sources from which they receive information about the reentry process. Finally, an overview of disaster recovery planning is presented, so that the reentry plan is compatible with the broader disaster recovery plan.
