ABSTRACT
Socialization is the name the authors give to the work of building up collective production system. It is the transference of the command over production from the private proprietor and the private employer to the community. The performance by governments of these latter duties, partly separate and partly collective, constitutes internal socialization: the direction of the whole economic system of the country, in consideration of international cohesion, on the lines indicated in the world organization plan. Internal national socialization will cover all departments of economic life: agriculture, stock-raising, mining, industry, commerce, communications, and transport. Writings on socialization in a number of countries indicate that internal socialization is thought of as appropriate above all to heavy industry and mining. The writings on socialization which have appeared in various countries recommend the creation of Economic Councils as supreme authorities within the national boundaries. The political power which is to prepare and carry through socialization must not be used short-sightedly.
