ABSTRACT

Early in August 1921 Mr. Rushbrook Williams, the Government of India publicity man, visited Madras, in the course of a tour of inspection of provincial publicity offices, bringing with him Major Crawford. On September 1, 1921, Lord Willingdon addressed the Council on the subject of the policy of the Government in relation to the Malabar rebellion and the Madras mill riots. In the beginning of 1922 the visit of the Prince of Wales gave the Publicity Office a special task which took up much of its time. The Indian Fiscal Commission also had its sittings on upstairs floor during its stay in Madras. By the help of a number of volunteer investigators the necessary cost of the physical minimum of food, clothing, shelter, light and fuel in the city of Madras was worked out and estimated at Rs.17 per month.
