The former Italian premier, Signor Francesco Nitti, has pointed out that the entire international trade of Russia before the war was no greater than that of a country of second degree with but a fraction of Russia's vast territory. Many of the very small countries absorbed commodities in far greater quantities than did the whole of Russia, who never played any part worth mentioning in the economic system of Europe. Sweden and Russia imported from European Russia in 1913 goods to a total value of 29·3 million Swedish crowns, which was equivalent to 329·46 per cent of Sweden's total imports. A restoration of Russia's trade to normal condition would, however, be welcome for a certain number of specialized industries. In 1920 England made a trade convention with the Soviet Government at a meeting that was held in reval to negotiate the release of British prisoners in Russia.
