ABSTRACT
FOR a long time, in recent years, the discontent among the people of India over the Government Frontier policy had been growing more and more acute. It came to a head in the autumn of 1935. At that time, I was travelling in different parts of India and from all sides the complaint was heard that Government was spending far more on the military Budget than a poor country like India could afford. There were also strong expressions of resentment at the method of bombing defenceless villages from the air in order to get the tribes to surrender.
