The commission system places the burden upon the cab driver of producing an income. Faced with the fear of economic disaster, cheating becomes the basic economic crutch to sustain many a cabbie's income and motivate his enthusiasm. In a sense the ideal conditions underlying Darwin's survival of the fittest prescribe the behavior of cab drivers in New York. A cab driver has to know when and where to be in order to procure his fare. In New York, if a hack does not know where to go to flow with the traffic and where to take the short cut, all he'll manage to produce is a headache for himself. The synchronized lights of New York in a sense transform the traffic department's rules into a large scale game of pinball. A sensible driver knows how to take advantage of the synchronized lights as to extend his visibility on the streets and amplify the area and potential patrons he might serve.
