The hack stand serves to supplement the semifixed cruising routes by providing a waiting place for vacant taxis. Instead of the driver coming to the passenger, the hack stand allows the passenger to come to the driver. For the most part working hack stands are indigenous to Manhattan and the two New York airports. Like the inefficient and unorganized court system of our country, the complaint procedure against New York cabbies offers no quick trial. The hack bureau and its successor, the Taxi and Limousine Commission, have been notoriously lenient on cabbies. Certain brazen cabbies will actually get out of their cabs and choose the passengers they wish to pick up. Prior to the creation of the Taxi and Limousine Commission in 1971 there was little hope to be placed in the legal procedures of the old Hack Bureau's trial system since over one third of all scheduled hearings never took place.
