ABSTRACT
The IDF’s operational alert was a mirror of the over-confidence of Israel in general – and the IDF in particular. The Prime Minister and her ministers took responsibility for a decision not to strike first. The military proposed mobilization of IDF reserves too late. There was fear that total mobilization would result in escalation, and an underlying faith that the Arabs were only holding a large-scale exercise.
