Finally, crimes of the third kind 1 are those that disturb the peace and quiet of citizens. These include the clamor and merrymaking that disturbs commerce and the peaceful passage of citizens and the fanatical sermons that easily incite the passions of a curious multitude, sermons that force their mystical excitement and obscurity on deaf ears, rather than by calm and clear reason which cannot penetrate the masses.
