ABSTRACT

I u r g e that the federal government allocate a minimum of $500 million over and above the current budget (about $50,000,000 per year) for ex­ penditure in one or two years to achieve five objectives in the civil de­ fense area. These objectives are:

1. The creation of capabilities-incomplete but worthwhile--by strengthening and changing the focus of current civil defense programs. There should be the creation of feasible evacuation measures, improvisa­ tion of fallout protection, provision for control of damage, and modest preparations for recuperation. Given these other measures, there ought to be the institution of vigorous programs of education and technical assistance for private organizations, key individuals, and the general public.
