ABSTRACT

This conclusion presents some closing thoughts on concepts discussed in the preceding chapters of this book. The book focuses on describing the legal proceedings, public reactions, historical contexts, legal analyses, and policy analyses of the case. The "Big Spender" case came at a time when the Hong Kong public and business leaders were increasingly concerned with the rule of law in Hong Kong. The "Big Spender" case will have a defining impact and enduring influence on Hong Kong's legal landscape. Doctrinally, "one country, two systems" contemplates the functioning of Hong Kong versus People's Republic of China (PRC) criminal justice system side by side, independent of each other, with Hong Kong enjoying a high degree of autonomy and China not interfering with Hong Kong internal justice administration. The "Big Spender" case was played out in the arenas of culture and politics, not rationality and law.
