ABSTRACT
I n this paper I w i l l examine the question of why the members of a particular society, the Bena of Tanzania,1 follow the orders of their local political officials even when doing so does not provide them immediate or direct gratification. This question obviously involves psychological issues, but, as I hope to show, i t cannot be answered on a psychological basis alone any more than i t can be answered on a structural basis alone.
