ABSTRACT

Ofallsocialscientists,anthropologistshavebeenmostinvolvedin internationalresearchandaremostaffectedbychangingconditions.Forputtingpresentproblemsinperspective,theirsisarevealingcasehistory,foritshowsthatnosignificant,organized anthropologicalefforthasdevelopedanywhereintheworldwithoutnationalgovernmentinvolvement.Tosaythisisnottoargue thatthepastjustifiesthepresent.I t doessuggestthatmanycurrentissuesandconflictsareoflongstanding,althoughtheyhave changedtheirformandacquirednewsignificance.Someconsiderationofthepast,therefore,mayilluminatethepresent. I f itbetrue,assomehavesaid,thattheemergenceofanthro-

pologyasanorganizeddisciplinecouldnotoccuruntiltheageof explorationandaccumulationofdataaboutawidevarietyof peopleandcultures,thengovernmentsandsimilarorganizations haveplayedasignificantroleintheformationofthissocialsciencediscipline.Theearlycollectorsofethnographicdataon whichthebeginningsofanthropologyrestwerenotmotivatedby
