ABSTRACT
In this section I wish to show how change in Negro suffrage law took place nationally and what consequences this had for the Negro voters and white political system of Panola county. In this chapter my focus is upon how such national law was created. That concern takes us first to an understanding of the Congressional system, then to a brief survey of the Negro grievances which provoked change, and finally to the course ofthat legislative struggle.
