ABSTRACT

The authorization of suffrage means for the voter an increase in his options for holding responsible those with political power, but these options are not self-executing. The mere grant of the vote does not mean that all will take it up, be informed on issues and candidates, and use it wisely. Indeed, some citizens decide simply not to play that game and become apoliticals because becoming political brings on some pain. Thus, decisions about politics have to be made and some wrong decisions will be made. But just as the mature personality knows its limits as well as its strengths, so in political life, maturity comes only by experience which teaches what can and cannot be done with available power.
