ABSTRACT

The chairman of the in-party, that is, of the party which has the presidency, will have a mixture of responsibilities and opportunities very different from the chairman of the out-party. The in-party chairman has one big advantage over the chairman of the out-party: he knows who the boss is. There is no ambiguity of leadership in the party which has the presidency. Like the chairman of the out-party, the in-party chairman will be expected to offer many kinds of services, personal and material, to congressional and state party leaders. The strengths and weaknesses of the president will be reflected in the pattern of in-party leadership which the chairman shares with the president and other party dignitaries. The influence of the national chairman of the out-party, like that of the titular leader, depends on both the man and the other relationships he is able to maintain or establish on his own after the campaign and defeat.
