ABSTRACT

W E COME, finally, to the specific needs of democracy. In a democratic commonwealth, power is not only shared but subordinated to respect for the dignity of human personality. In common with every form of political society, democracy depends upon rearing, choosing and supporting leaders who can protéct and perfect its values and institutions. The principál expectation contained in democratic ideology is that it is possible to attain universal democracy by bringing into existence on a globál scale the equilibrium that has repeatedly been achieved in more parochial communities. The democrat identifies himself with mankind as a whole and with all subordinate groups whose demands are in harmony with the larger loyalty. The technique appropriate to democracy comprises all the skills of thinking, observing and management that contribute to the survival of the commonwealth, and all the methods by which a sociál equilibrium in support of democracy can be achieved and maintained.
