ABSTRACT
PROGRESSIVE democratization calls for the full application of democratic principles to the decision-making process. One major task is to reduce the provocative effect of sociál institutions. Another task is more affirmative and will be considered af ter we háve given some attention to the negative, precautionary stratégy of democratic leadership.
