ABSTRACT

The fundamental functions of political institutions are describable in terms of sovereignty and supremacy, the maxima of formal and effective power. An internal diplomatist division might also be distinguished as a part of the leadership. It has the function of making internal agreements in the name of the group, and includes various subleaders, representatives, mediators, arbitrators, conciliators, specialized negotiators. The distinction between legislative and administrative functions is thus not intended as pointing to a strict demarcation between disparate practices, but as designative of discriminable phases in the process of decision making. The specialized policy resulting must accord with legislation; to the degree that the administrator also forms general policy he engages in the legislative function as well. The intelligence function may be distinguished from the advisory function, which recommends policy rather than merely presenting policy considerations; it provides demands as well as expectations.
