ABSTRACT
People should be able to tell the difference between who is guilty and who is not—in fact, many people are taking that position. UN neutralism, of course, is enshrined in the UN charter as a noble tenet, which in practice turns out to be an ignoble one of giving heart to murderers by not making moral judgments. And so the answer to the author's question as to whether it had effectively changed as a lodestone of UN thinking, was a categorical “No!”. Little is happening in major areas. The neutral peacekeeping mission that earned such reprobation in Bosnia and Somalia is virtually down to nothing. Basing every action or non-action on neutralism means the world organization cannot have an effective political-military action anywhere. It means, too, that there is no morality behind the body whatsoever, only a cynical and ever self-interested amorality.
