ABSTRACT

In politics, it was internationalism, which in theory means everyone cooperating to build a new world. In reality, internationalism came to mean UN soldiers standing by in the Balkans, helplessly watching unarmed civilians being massacred. The parallel economic fad was globalization, which theoretically means money flowing freely from port to port in a world without borders. But on the ground, globalization came to mean collapsing economies that left the poor further and further behind. One of the eloquent statements of the new/old thinking came from former Secretary of State George P. Shultz at the dinner here of the Association for Diplomatic Studies and Training. He took on the extreme internationalism-globalization sureties at full throttle as he received the Ralph J. Bunche Award for Diplomatic Excellence. In some of his publications, for instance, Joseph E. Stiglitz, winner of the Nobel Memorial Prize in Economic Sciences, writes that globalization does work, but it works in countries that have responsible governments.
