ABSTRACT

This chapter conducts comparative evaluations of the performance of democracy promotion and autocracy promotion. It explores the methodological and other challenges that lie in wait, and the reasons why drawing straightforward inferences from attempted assessments will not be easy. Evaluation has been defined as the system for an objective assessment of an ongoing or completed project, program, or policy and its design, implementation, and results. A global scorecard for autocracy promotion and democracy promotion should certainly be of interest to anyone interested in world politics and democratization in particular. Yet comparison of the performance of democracy assistance with that of autocracy promotion may be the most challenging of all. It is a bit like trying to compare chalk and cheese. However, while no one has yet thought to ask whether such an exercise would be meaningful, given the difficulties, the point of trying to make a comparison is still a worthy subject for debate.
