ABSTRACT
Since net output is not an adequate tool for ascertaining the quality of public policymaking, we must develop a set of secondary criteria for doing so. As I explained in Chapter 3, secondary criteria are phenomena that can be measured or estimated, at least qualitatively, that are positively correlated with net output, and that are based on such aspects of a process as a process pattern, an output, a substructure, or an input.
