ABSTRACT
During the thirties the planning movement in Britain developed rapidly, but owing to the inability of any city to put major planning proposals into practice, the attention of reformers had been devoted to endeavouring to convince the public of the need for planning, and to pressing successive governments for legislation to enable it to be carried out.
