In sharp contrast to the Appalachian commission, The Austin Project is brand new, not only in time, but in its conception of urban and regional planning. On 8 September 1992, the task force submitted to the board of directors its first "Plan," entitled An Investment Plan for the Young: The Austin Project, First Phase. The chapter sets forth targets for prenatal health care, surveys the existing facilities for prenatal health care, estimates the cost of filling the gaps between existing services and targets, and the benefits to be gained. Problems arising from the early onset and intensity of sexual activity among Austin's adolescents are pregnancy, acquired immune deficiency syndrome, and other sexually transmitted diseases. Only one percent of the $225,785,418 spent on youth programs and services in Travis County, in fiscal year 1991–1992, was allocated to teenage pregnancy services.
