ABSTRACT

This chapter presents one Latin American country, one country in the African Sahel and one South Asian country to illustrate the special nature of the regional development problem in these countries. Some years ago, the United Nations, recognizing that the expressions "The Third World" or "Less Developed Countries" hid from view the enormous diversity of the countries they included, carved out separate category of Least Developed Countries, or "The Fourth World." In general, the per capita Gross national product of the Least Developed Countries is low; the rate of growth is typically low as well. Haiti shares a small island with the Dominican Republic, and is a very small country indeed, 6.5 million people in 28 thousand square kilometres. Therefore Inter-American Development Bank and the Haitian government decided that, to make the new road effective, it should be connected with small towns and villages by feeder roads.
