ABSTRACT

Faced with the new situation created by the dissolution of the political unity of Transcaucasia and by the proclamation of the independence of Georgia and Azerbaijan, the Armenian National Council declared itself to be the sole and supreme authority of the Armenian provinces. Revising its initial position, the government of the Republic took advantage of the first anniversary of independence to proclaim the unity of the two Armenias, the one in the Caucasus, so-called Eastern Armenia, and the other in Turkey, so-called Western Armenia. The Populist ministers promptly resigned from the coalition cabinet and refused to take part in the first legislative elections on June 21 and 23 of 1919. The author had asked for a cheque for 50,000 francs, so that he could move to absorbing all of Armen Garo's energy, which was not on the public agenda of the Ninth Congress of the Dashnak party.
