ABSTRACT
A lasting peace after the war is possible only if the cause of war is either eliminated or greatly diminished. This chapter presents the details of the technical organization and functions of an international body. All the numerous plans and efforts for the establishment of a lasting peace have hitherto failed. The main reasons for such a failure have been two: first, objective sociocultural conditions have been unfavorable and unripe for such a venture; second, the measures proposed for the realization of a lasting peace have been inadequate. Another main obstacle to peace existing in objective sociocultural reality has been the presence of a multitude of vested interests or conflicting values in each of these separate states, nations, and other groups. These interests or values have powerfully resisted the drastic reconstruction of the whole sociocultural world which has become necessary for a successful establishment of lasting peace.
