ABSTRACT
There are ways in which the concepts of culture and of society are basic to the whole approach of this book. In Chapter i , I suggested that a change in the legal age limit on the use of alcoholic beverages would involve a change in the ideology of temperance organizations. I might add that unless one believed that a change in the ideology had already taken place or was in progress, so that a proposal for a new law would merely add impetus to an existing natural movement, one would be wise not to make the proposal.
