ABSTRACT

Andean integration and cooperation are grounded in principles of equality, justice, peace, solidarity and democracy that are also essential for comprehensive development and the strengthening of multilateral relations in a context of globalization. It is a fact that globalization offers our societies vast opportunities to increase their trade presence. Security, from an Andean viewpoint, is a situation in which State and society are protected from threats or risks that could jeopardize integral development and the well being of citizens, as well as the unhampered exercise of their rights and freedoms in an environment of fully effective democracy. The significant regulatory advances made by the Andean Community with regard to peace and security should be viewed as the start of a broad-ranging process whose success will depend largely on the sustained political will of our societies to work toward building a common area of peace, internal security and justice.
