ABSTRACT

United Nations Educational, Scientific and Cultural Organization's (UNESCO's) ambitious goal is to build peace in the minds of men through education, the sciences, culture, communication and information. UNESCO works to create the conditions for true dialogue, based upon respect for commonly shared values and the dignity of each civilization and culture. Today, UNESCO works as a laboratory of ideas and a standard-setter to forge universal agreements on emerging ethical issues. Following a proposal by UNESCO, the United Nations General Assembly in 1998 defined the Culture of Peace as consisting of values, attitudes and behaviours that reject violence and endeavour to prevent conflicts by addressing their root causes with a view to solving problems through dialogue and negotiation among individuals, groups and nations. The 1999 United Nations Declaration and Programme of Action on a Culture of Peace called for everyone—governments, civil society, media, parents, teachers, politicians, scientists, artists, and the entire United Nations system—to assume responsibility.
