ABSTRACT
I t is difficult to begin this discussion without first offering some reaction to what has been presented by the preceding papers at this conference. Philosphically, I find this a very difficult area. My social and political beliefs are forever running into themselves when I try to think about the problems of competition between existing commercial areas and new commercial developments.
